BauWeiser: the digital assistant for civil engineering measures in Hamburg

With the online service, the DigITAll project provides a tool that makes the realisation of civil engineering measures in Hamburg faster and more streamlined for all participants

From the line enquiry to the excavation permit: all steps in the application process for civil engineering measures are integrated into a completely digital process (end-to-end). The online service for this process is BauWeiser. While to date several individual approvals were needed, which had to be requested from various offices, BauWeiser now enables central, georeferenced access to the approval processes across authorities. The participants are thus provided with a more streamlined and quicker process.

Planners and applicants can log in to BauWeiser via the business service account and plan and apply for approval for civil engineering projects. They are thus offered many advantages: multiple data entry is avoided, all specialised processes for the centrally required approvals are integrated, and BauWeiser will remind users about other specialised processes that are necessary with a full functional scope as of the end of 2023 with the support of an intelligent system.

Large number of partners

The LSBG realised and commissioned the tool with many partners. The companies Gasnetz Hamburg, Hamburg Wasser, Stromnetz Hamburg, Wärme Hamburg, Hamburg Port Authority (HPA), as well as the Agency of Roads, Bridges and Waters (LSBG) are directly connected to the system via a digital interface.
This interface, referred to as Premiumzugang (Premium Access), is the second so-called product from DigiTAll after BauWeiser, the third being the Process House. This offers applicants a processual platform with which you can coordinate or even consolidate your measures. Not only all participants profit from this coordination and cooperation; residents are also pleased at fewer obstacles caused by construction sites.

Proven processes integrated

With roads, ELBE+ and the construction site profiles, three already proven digital processes have already been integrated into BauWeiser. roads (Roadwork Administration and Decision System) makes it possible to coordinate construction measures. It delivers a georeferenced overview of planned construction measures with a long planning horizon, indicates spatial-chronological conflict situations and enables the development of solutions on the basis of plan games and what if scenarios.

ELBE+ allows the creation, sending and tracing of line enquiries. Map-based line enquiries can be generated with the feature. By way of automatically carried out responsibility analyses, these are assigned and forwarded to the relevant line operator. The public is then informed of important construction measures in Hamburg with the construction site profiles.

The approval processes excavation permit, line instruction and special usage will then also be integrated into future releases.

As of 2023 with an intelligent system

BauWeiser will be released with full functionality at the end of 2023. The tool, equipped with the intelligent system, will now proactively inform users when additional coordination is required, or further approvals have to be acquired for the corresponding project.
